RSEP Reconstruction Framework
The Reconstruction Framework considers the typical structure of towns in the Western Cape, which tend to be characterised by spatial segregation between affluent and lower income areas. Lower income areas tend to be located further away from the CBD and viable economic opportunities, with limited access to lower order facilities and services. Remnants of ‘buffer’ areas often remain, which, in some cases, are industrial areas, old show grounds or large parcels of under-utilised land. The Reconstruction Framework seeks to promote changes in the structure of towns and to promote a change in mind-sets in order to encourage stakeholders to steer away from the status quo: to integrate communities, to provide services and facilities to underserved areas, to utilise vacant land parcels and to provide a sense of place and dignity to marginalised communities.
