Background
The Regional Socio-Economic Projects (RSEP) is currently being implemented in twelve municipalities in the Western Cape with a recent addition of two municipalities. A Programme Office was established and assigned to the Department of Environmental Affairs and Development Planning and represented a significant shift for the Department in terms of having more of a developmental focus geared towards project implementation.
In 2014, Breede Valley, Saldanha Bay and Swartland Municipalities were selected to benefit from Phase 1 of the RSEP Programme. In 2017 the 2nd phase of the RSEP Programme was introduced, extending the Programme to seven additional municipalities and additional towns in the three Phase 1 RSEP municipalities.
Between 2014 and 2019 the RSEP Programme benefitted from the implementation of the Violence Prevention through Urban Upgrading (VPUU) Programme in the Western Cape, which was sponsored by the German Government through the KfW (German Development Bank). The VPUU programme focused on Drakenstein and Theewaterskloof Municipalities as well as the continuation of activities in the City of Cape Town.
