What is Social Housing?
Social Housing is an affordable rental option for households earning between R1 850 - R22 000 per month. The development and management of Social Housing is undertaken by accredited Social Housing Institutions (SHIs) and/or Other Delivery Agents (ODAs). To qualify for social housing, one is required to meet a range of criteria set out by the Social Housing Act (No. 16 of 2008) and Social Housing Regulatory Authority (SHRA).
What is a Social Housing Institution?
A social housing institution (SHI) is a non-profit organisation created under the Social Housing Act, No 16 of 2008. The SHI manages and rents out the units in a block of flats or development and collects rent from the occupants. The SHI receives funding from the government so that the rent remains affordable.
All SHI must be accredited with the Social Housing Regulation Authority (SHRA) who makes sure that all rents are properly calculated and that properties are kept in a good condition. The SHRA also investigates corruption or any unfair practices in the renting process.
How does social housing work?
- Social housing units become available within existing projects, or within new social housing projects that are being developed. The availability of social housing units is advertised by the various SHIs or ODAs, either directly on their websites, and/or via social media platforms and various property platforms, such as Property 24. The table below showcases the Social Housing projects that are situated in the Western Cape, including details of SHIs or ODAs managing these projects.
- Citizens are encouraged to visit these websites or contact the Social Housing Institutions and Other Delivery Agents to apply for accommodation.
What are my responsibilities as a renter?
You (the tenant) will sign a lease with the SHI and it is your responsibility to pay rent in a timely manner. A deposit may be required, and water and electricity may be on a pay-as-you-go meter.
If you do not pay your rent, or make payment arrangements with the SHI, you can be evicted.
Getting Social Housing doesn't mean that you don't have to pay rent
Who can apply for Social Housing?
- Households earning between R1850-R22000 per month (gross monthly income).
- You're a South African citizen or have a permanent residency permit.
- You're 18 years or older.
- You're married or living with a partner.
- You're single or divorced and have proven financial dependents permanently living with you.
What kinds of families can apply for Social Housing?
- You are married or living with a partner, or
- You are single and can prove that you have family members (such as children) who are financially dependent on you, or
- You are single without financial dependents, and you are over the age of 60, have a disability, or are a proven military veteran.
How is my rent calculated?
Your rent will be calculated at 33% of your income.
Can I buy the house I am renting through social housing?
No, units in the social housing programme are only for renting and may not be sold
