Western Cape Government unveils first inner-city affordable housing development, hands over title deeds with FNB

On Tuesday, 8 April 2025, only one day after the announcement made at the tabling of the 2025/26 Western Cape infrastructure budget, Premier Alan Winde and Provincial Minister Tertuis Simmers, unveiled the site for the first mixed-use, inner-city, affordable housing development in Cape Town.
Situated in the heart of the city, the R918 million Leeuloop Precinct Development will yield over 840 housing opportunities, of which approximately 490 will be open market units, and approximately 350 will be allocated for affordable housing.
This two-tower building, with approximately 18 to 20 levels, will be built with sustainability in mind, with both a 4 Star Green Building, and Level 1 (Construction Waste) Net Zero Carbon Certification from the Green Building Council of South Africa.
Minister Simmers said, “The Leeuloop housing development is the first of three mixed-use, affordable inner-city housing projects that are going to market this year. Together these well-located developments will deliver 3 500 housing opportunities. Through leveraging cross-subsidisation of costs, the Leeuloop development will deliver affordable housing with modern social amenities in a high-rise development through the sale of the open market units. The tender to procure a developer will be advertised before the end of this month.”
“Our infrastructure development drive embodies the spirit of partnership needed to keep pace with the pressures of the future. We recognise the need to become smarter in how we build, to keep adapting and evolving to strike a balance between our province’s growing need for housing, more sustainable building solutions and economic growth,” added Premier Winde. He continued, “The Leeuloop development, along with all public infrastructure projects, must be fully leveraged to keep driving innovation and job creation.”
Premier Winde and Minister Simmers also handed over 71 title deeds, made possible by First National Bank’s housing subsidy initiative for financially distressed customers. The project aims to assist financially distressed homeowners by utilising approved housing subsidies to settle outstanding loan amounts, enabling the cancellation of bonds and the delivery of title deeds.
Minister Simmers said, “The event today speaks to one of my key ministerial priorities: partnership. To accelerate the delivery of housing opportunities, which includes the delivery of ownership through title deeds, we need all stakeholders, including the private sector, to work with our government and communities. This initiative is a collaboration between the Western Cape Government and FNB. I am grateful that we can work together to restore people’s dignity, to promote their well-being and to help shape a prosperous future together.”
