Western Cape publishes first annual Procurement Disclosure Report in South Africa
We are pleased to publish the first annual Procurement Disclosure Report (PDR) for the period 01 March 2020 to 31 March 2021. The annual PDR was launched at the opening of Provincial Treasury’s Procurement Client Centre at Century City in Cape Town.
The first of its kind in South Africa, the annual PDR is over 200 pages long and includes over 6,400 Covid-19 expenditure transactions since the start of the pandemic (1 March 2020) as well as for the financial year (period 1 April 2020 to 31 March 2021) for the Western Cape Government.
When it comes to public procurement, we are determined to be the most transparent province in South Africa.
The annual Procurement Disclosure Report confirms that to date R2.03 billion has been committed towards Covid-19 related expenditure across departments and public entities in the Western Cape.
Of the total expenditure R2.021 billion was spent by provincial departments and R4.150 million by provincial public entities.
In order to provide beneficial insight into the Western Cape Government’s COVID-19 expenditure, the PDR also reveals that:
- A total of R1.524 billion (67.32%) of all Covid-19 expenditure by provincial departments and public entities was spent with small, medium and micro-enterprises (SMMEs), which exceeds the national target of 30%;
- A total of R1.29 billion (63.69%) of all Covid-19 expenditure was to suppliers situated in the Western Cape;
- A total of R1.23 billion (60.91%) of all Covid-19 expenditure was to B-BBEE suppliers;
- The Department of Health had the highest overall expenditure for Covid-19 at R1 081 615 226.18, followed by the Department of Education at R431 051 325.30, and the Department of Transport and Public Works at R408 499 736.76;
- Hand sanitisers and disinfectant are the commodity with the highest expenditure at R179 million (8.84%), followed by surgical masks for healthcare workers at R138.5 million (6.84%).
We have since the start of the Covid-19 pandemic remained committed to transparency and clean government in the Western Cape.
Which is why we were the first in the country to publish detailed transactions on all Personal Protective Equipment (PPE) procurement on 28 July 2020, and have done so every month since, expanding our reports to also include all Covid-19 transactions.
Monthly reporting on all COVID-19 procurement expenditure transactions is available via the National Treasury COVID-19 dashboard which is published on the Provincial Treasury website alongside all previous editions of the PDR: https://www.westerncape.gov.za/provincial-treasury/procurement-disclosure-report.
We also remain committed to reducing red tape for businesses, especially small businesses who are interested in becoming Western Cape Government suppliers, which is why we have opened the Procurement Client Centre in Century City.
The Procurement Client Centre offers a range of services to improve the ease of doing business with government, including providing procurement support assistance to provincial departments, entities, municipalities and suppliers through our integrated helpdesk guiding them through the tender process, and correctly register on National Treasury’s Central Supplier Database (CSD) and the Western Cape Supplier Evidence Bank (WCSEB).
