Detailed backlog assessments have been conducted taking into account the need for new schools, schools that require replacement and expansion, and those that need to be upgraded and repaired.
In the plan there has been a shift in emphasis in the direction of maintenance and new schools. However, the plan also includes provision for the replacement of schools with inappropriate materials, the building of Grade R and mobile classrooms and the expansion of schools.
For the first time, life cycle maintenance management is being introduced to deal with the maintenance of WCED infrastructure stock. The plan envisages increasing maintenance expenditure for both scheduled maintenance projects and life cycle maintenance.
