Motorists who experienced traffic delays over the past two years on the Stellenbosch Arterial Road and Polkadraai Road in Kuils River will soon be breathing a sigh of relief. This R148 million road upgrading project, which started in October 2013, is due to be completed in September 2015.
The Department of Transport and Public Works is urgently repairing the M12 (Stellenbosch Arterial) between the Strand/ Van Riebeeck Road intersection and the Polkadraai dual carriageway (direction Stellenbosch). The M12, which carries over 15 000 vehicles a day, was upgraded at the same time. It was last refurbished in May 1991.

Because the road has been in use all the time, traffic accommodation measures had to be put in place. These included temporary widening of medians and implementing the project in eight phases to minimise disruption. There were a number of delays during the rainy season, and these are still possible during the remaining four weeks of construction.
The Department created a significant number of employment opportunities through the project – a total of 24 130 paid person-days. R26,8 million went to targeted empowerment enterprises in the Western Cape and R4,7 million to emerging contractor development.
