Western Cape Delivery Support Unit featured in International Research Paper “Success Delivered”
The effectiveness of government is not just a technical issue but a moral one. Around the world there will always be debate between those who prefer big government and higher taxes, and those who would rather have smaller government and lower taxes. What usually unites both is a desire for government to perform effectively for its citizens.

Delivery Associates, a public sector advisory and analytics company focused on the implementation of large-scale reform in governments and establishment of delivery units, recently released a research paper called “Success Delivered”. The paper focuses on what makes delivery units successful.
The paper identifies 6 key elements that make units and delivery successful, namely Leadership, Numbers, People, Culture, Routine and Reality. It then uses delivery units across the world as case studies to explain these elements in more detail.
The Western Cape Government’s Delivery Support Unit (DSU) was one of the units chosen and serves as a case study for the “culture” element.
The paper provides more information on how the DSU ensured that instilling a culture that was optimistic, solution-orientated and results-focused within its team and departmental teams working on the game changers was critical to achieving successful delivery. The eLearning game changer is also specifically mentioned in the paper.
