Human Resource Development Council of South Africa (HRDC)

The Human Resource Development Strategy of South Africa (HRDSA) 2010 – 2030 was approved by cabinet in 2010. A key recommendation of the strategy was the establishment of the Human Resource Development Council of South Africa (HRDC) which was launched in March 2010 - a space where social partners work together to achieve the goals of the strategy in a coordinated manner.

 

The Provincial Human Resource Development Council (PHRDC)

The Provincial Human Resource Council in the Western Cape is known as the Premier’s Council on Skills (PCS) and is chaired by the Premier via an engagement platform that brings together all spheres of government and allows for local stakeholders including business, government, and the community to jointly plan, address obstacles; and to collaborate on the implementation of skills development and job creation matters to maximise efforts for greater impact for the development of the region and the local people

Where we fit in?

The Western Cape’s HRDC coordinated within the Skills Development and Innovation Chief Directorate at the Department of Economic Development and Tourism. The role of the Secretariat is being fulfilled by the Provincial Skills Partnership Sub-Programme.

Western Cape Government, SETAs, Business, and Labour, Providers (including Higher Education, Further Education, as well as schools as relevant), Community structures, NGOs, and other development partners.

The Skills Pipeline

Efforts along a very long skills development pipeline are those which aim to address systemic issues that require school- and college level interventions, which will hopefully over time be institutionalised in an education system.
