Habitual Traffic Transgressors

The Department of Transport and Public Works Habitual Traffic Transgressor programme was developed to identify repetitive bad driver behaviour on Western Cape roads which can potentially lead to road crashes and deaths.

The Transgressor Programme aims to encourage and highlight the value of good driver behaviour.

Changing driver behaviour

When a traffic officer stops a habitual transgressor, they are tasked with informing the driver that traffic law enforcement is aware of the transgressions, then subsequently speaking to the driver about correcting his/her behaviour patterns when using a public road.

Initially named the Habitual Traffic Offender initiative, the Programme was piloted during the 2020/21 festive season to identify transgressors and provide them with the necessary information to correct their driving behaviour.

When the traffic officer does the roadside scan, the system brings up details of the following types of offences:

  1. Exceeding the speed limit between Average Speed Over Distance (ASOD) cameras – drivers with more than 10 speed transgressions.
  2. Section 56 Notices (written notices to appear in court) – Drivers with more than 5 written notices.
  3. Unlicensed vehicles (no renewal in the previous 18 months.

The officer then:

  1. captures the driver’s details,
  2. engages with the driver about his/ her behaviour, and
  3. captures the driver’s answers to a set of online system questions.

The officer then prints the details of offences on the system and hands it to the driver. This printed notice includes a QR code which directs the driver to a road safety video.
