Definitions for government terms, listed alphabetically.
Ultra vires - Outside of the law.

For example, if a government official acts ultra vires, it means that they have acted outside the scope of their authority. They do not have the power or the right to do what they have done.

Unemployment insurance - Financial safeguards protecting you from unemployment. If you become unemployed you can claim compensation from your unemploymnt insurance.
Unemployment Insurance Fund - This is a government fund. Everyone who is employed pays some money into this fund. If a person becomes unemployed, then they can claim money back from the fund.
Unemployment rate - The percentage of people who can work and who want to work but cannot find jobs.

The 2001 census put unemployment in South Africa at 41.6 percent.

Unfair dismissal - Unlawful termination of employment. The employer has fired the worker without a valid reason or without following the procedures required by law.
Unfair labour practice - Working conditions or actions and decisions relating to employment that are against the labour legislation.
United Kingdom (UK) - A single term referring to England, Scotland, Wales, Northern Ireland, The Isle of Man, and The Channel Islands.
United Nations ' Convention on the Rights of the Child (UNCRC) - This internation agreement sets the fundamental rights of children. To date the convention has been ratified by 192 countries (only two countries have not signed it).
United Nations Development Programme (UNDP) - United Nations agency responsible for co-ordinating international developmental initiatives.
United Nations Educational, Scientific and Cultural Organization (UNESCO) - United Nations intergovernmental organization focussing on gender, culture and communications, education, natural sciences and social and human sciences.
Universal access - Internet access for everyone, including people who have been previously disadvantaged and people with disabilities.
Universal precautions - Preventative measures that should be taken by everyone to ensure that HIV/Aids is not spread.
University of the Western Cape (UWC) - Higher education institution based in Cape Town.
Urban - A densely populated area with a high level of services and infrastructure, such as a city.
Urbanisation - When people leave the rural areas to go to the urban areas.

For example, when people leave farms to go to the cities to try and find work.
